So far, I have only few small comments and new question.

But I am working with my colleague to run this patch side-by-side with existing "clang-tidy to SARIF" script to find any obvious differences in output.

Since we are blocked on `uriBaseId`, we are planning to do it manually for few code snippets but it might give a new feedback for review.

Hopefully next week I would have some input.
