This makes sense to me. I'm not sure if it makes sense to add a test to the Modules directory with pure implicit modules. It could assert multiple Clang invocations end up producing "duplicate" module cache entries. On one hand, it demonstrates the behavior change without relying on the dependency scanner, on the other hand it doesn't exactly demonstrate a desired behavior. WDYT?
