Yes, both. They take the same path (InstantiateMemInitializers -> BuildMemberInitializer with a CXXParenListInitExpr); #189005 is the array-of-aggregates shape and #213284 is the stripped integral cast. I've added both reproducers as tests and the Fixes lines. This is effectively the same change as #213565 (closed when the fork was deleted), except it only re-analyzes the user-specified elements so the trailing default-member-init and value-init elements are regenerated rather than passed back as arguments.
