Hi @yxsamliu , moved `normalizeForBundler` to `clang/Basic/TargetID` instead of `OffloadBundler`; `clang-linker-wrapper` only links `clangBasic`, so it couldn't resolve the symbol from `clangDriver`. Now all three consumers share it with no extra deps. Still NFC, all checks pass. PTAL!
