That said, I think the patch makes sense because there's nothing else I can do at the concept checking side -- we build the specialization decls before we evaluate them, for those 'immediate' evaluation cases.

However I do wonder if we should ensure that every EmptyShell constructors should zero-initialize their members, to avoid recurrence of such in future.
