The original motivation for this patch was that the linked v0.1 specification release is no longer available. While looking for a replacement, I found that the latest published draft is v0.7. I compared v0.1 with v0.7 and found no changes requiring updates to LLVM’s instruction implementation. So I think it is reasonable to bump the version.
