Fixes #<!-- -->143719

`[[clang::no_specializations]]` diagnoses both explicit specializations
and partial specializations. The old wording, "explicitly specialized",
is ambiguous because that term means only `template <>` specializations
in the C++ standard.

This uses the wording agreed in #<!-- -->143839.
