[clang-tools-extra] [clang-tidy][docs] Note MISRA/AUTOSAR checks are not accepted (PR #214661)

Document that checks directly referencing MISRA/AUTOSAR are not accepted (legal/license). Generic overlapping checks without such links remain fine.
