I'd personally prefer the linear approach from #203824, since it avoids regenerating arguments and candidates for diagnostic output and makes the lookup regeneration for the MSVC fallback more explicit. That said, since this variant also simplifies implementing CWG2282, I'm happy to move forward with it.
