[clang] Fix help string output for cl's `/experimental:deterministic` option. NFC (PR #207083)

The `clang-cl -help` command show the help string for `/experimental:deterministic` options with the default metavar name value that should not be:

  /experimental:deterministic<value>

This patch fixes this output and omits the `<value>` part for the option.
