Just add a prototype of `getConstantEvaluatedBuiltinID` to `ExprConstShared.h` and pass an `ASTContext` parameter, then use that to replace the few `getBuiltinID()` and `getBuiltinCallee()` calls in `clang/lib/AST/ByteCode/`.
