Superseded by #201210, which landed a more general fix for the unterminated `cir.scope` (RunCleanupsScope for the switch plus the popCleanup insertion-point guard). I built current main at 2a577a44a359 (includes #201210) without this PR's change and the test case here emits clean CIR and LLVM with no verifier error, and #201210's `cleanup_in_case` already covers the unbraced case-with-variable shape. Closing as redundant.
