LOG: [NFC][CIR] Pass StringRef to `getIntrinsicForClangBuiltin` directly (#195458)

`prefix` is already a StringRef, so pass it to
`getIntrinsicForClangBuiltin` and `getIntrinsicForMSBuiltin` directly.
Additionally, drop some redundant `llvm::` and `Intrinsic::` namespace
qualifiers.
