[clang] [clang][ssaf][test] Fix the extraction-works-alongside-compilation.cpp test (PR #191162)

I forgot that we need this `REQUIRES: asserts` for the test.

Fixes build bots not setting `LLVM_ENABLE_ASSERTIONS=ON`.
For example:
