[clang] [Clang][docs] Tweaks entries for recent DRs (PR #189187)

1. According to WG21 N5031, P3868R1 is also a DR.
2. Consistently add one space between the link and `(`.
3. Show the "Yes" status in a green cell (`class="full"`).
