Thanks for this. A few comments:

1. Could you change the title of the PR to prefix it with "[flang][driver]". In particular, `[flang]` is more commonly used than `[LLVM-Flang]`. 

2. The first sentence in the PR description can be removed since it just repeats what is in the title.
