[clang] [CIR] Add cir.signbit to tablegen (PR #184091)

`cir.signbit` was not included in `CIROps.td`. `cir.signbit` is in the specification (https://llvm.github.io/clangir/Dialect/ops.html#cirsignbit-cirsignbitop), so I added it.
