LOG: [CIR] Handle Type::OverflowBehavior in CIR CodeGen (#182469)

This PR adds OverflowBehavior  case to CIR CodeGen.
Fixes CI failures in clangIR introduced by
https://github.com/llvm/llvm-project/pull/148914
