Given that incubator projects aren’t mentioned explicitly, I’d prefer to be conservative and assume the policy applies. For transparency, I contributed to that policy, but I’m not a lawyer and can’t make a definitive call on the licensing implications. Regardless, attributing the original author seems like a good practice :)
