[clang] [clang][test] Fix builtin-rotate.c failure on ARM32 by adding x86_64 triple (PR #177290)

The test uses __int128 which is not supported on ARM 32-bit targets, causing failures on armv7 buildbots. Added an explicit x86_64 triple so that the test runs on a target that supports __int128.
