This is not a false positive in the sense that these headers are included by the header you are modifying `llvm/include/llvm/IR/DiagnosticInfo.h` and are missing the annotations. However, your PR did not cause the issue so feel free to ignore it. I will land the fix separately, thanks for tagging me!
