Sure, this should be highest priority! What concern strategy, I think will be good idea to do this on project/sub-project basis. Otherwise changes could be enormous and hard to review. "Lifting" Clang-Tidy directory configuration of `clang-tools-extra` will be good start, but maintainers of other sub-projects must be active and collaborative.
