[clang-tools-extra] Move Piotr Zegar to the inactive maintainers list (PR #176967)

I've been emailing maintainers directly (helps me to verify their email is still correct) for the refresh. I've heard back from @HerrCai0907 and hopefully their availability will improve in the near future. I've not heard back yet from @5chmidti.

That said, I think we'd love getting some additional maintainers if folks are interested in taking on those [responsibilities](https://llvm.org/docs/DeveloperPolicy.html#maintainers) and actively doing the work, but we should probably do that in a separate PR.
