I don't think we need this. Instead, in `Initialize` we can save the `ASTContext*` to a field, and in `HandleTranslationUnit`, we can do:

for (auto *D : Context->getTranslationUnitDecl()->decls()) {
  IndexCtx->indexTopLevelDecl(D);
}
```
