[clang] [PowerPC] Add DMF basic builtins (PR #145372)

Could you please add this builtins to 
ppc-dmf-paired-vec-memops-builtin-err.c
ppc-future-mma-builtin-err.c -> I missed to rename it to ppc-dmf-mma-builtin-err.c
and add a new one to check error for  no-isa-future-instructions target attribute?

Other than that LGTM.
