[clang] [Clang][Driver][SamplePGO] Enable -fsample-profile-use-profi for SamplePGO (PR #145957)

- Enable -fsample-profile-use-profi flag by default for SamplePGO
- Add -fno_sample_profile_use_profi flag for opting out
