[clang] d63cc4c - [analyzer] Unknown array lvalue element in Store (#133381)

LOG: [analyzer] Unknown array lvalue element in Store (#133381)
Remove the early return for BaseRegions of type ElementRegion. Return
meaningful MemRegionVal for these cases as well.
