I think it's just difference in wording. I'm pretty sure we are talking about the same thing? If you pass a non-bool type into `__builtin_hlsl_and` then it will be implicitly converted to a bool. Hence "any type that can be implicitly cast to a bool (vector) are allowed to be passed" into it.
