Move helper functions out of `clang/lib/Sema/SemaHLSL.cpp` into a common location for `clang/lib/Sema/SemaSPIRV.cpp` to use.
Moved functions are `CheckArgTypeIsCorrect` and `CheckAllArgTypesAreCorrect`.
This is a contribution to the issue #123831.
