LOG: [Clang] call HandleImmediateInvocation before checking for immediate escacalating expressions (reland) (#124708)

HandleImmediateInvocation can call MarkExpressionAsImmediateEscalating 
and should always be called before
CheckImmediateEscalatingFunctionDefinition.
    
However, we were not doing that in `ActFunctionBody`.

Fixes #119046
