LOG: [Clang][ASTMatcher] Extend `hasDependentName` to match DependentNameType name (#121975)

Extend `hasDependentName` to be a polymorphic matcher that
matches the name of either `DependentNameType` or
`DependentScopeDeclRefExpr`
