LOG: [WebKit checkers] Recognize adoptRef as a safe function (#119846)

adoptRef in WebKit constructs Ref/RefPtr so treat it as such in
isCtorOfRefCounted. Also removed the support for makeRef and makeRefPtr
as they don't exist any more.
