Changes

This patch introduces the basic structure for the MutexModeling checker. It adds the checker definition, creates the MutexModeling.cpp file, supporting header files, and updates the necessary build files. The MutexModeling checker will be responsible for modeling mutexlock and unlock events, removing duplication in BlockInCriticalSectionChecker and PthreadLockChecker.
This change is part of a series of commits which aim to reduce duplication in threading-related checkers.
This is the "umbrella PR": #109636
