I'm not sure if declaring a non ordinary identifier `t` of type `struct T` should be diagnosed as an invalid declaration, since the definition of the `struct T` type is actually a underspecified declaration.
Interestingly, if you remove the `constexpr` keyword, there is currently no change in behavior in this case.
