To compute the bounds of Arr at runtime it would require walking every Has_VLA object in Arr to get its count field. That seems expensive and is also at risk of running into a race condition (i.e. the size of a VLA changes while the bounds are being computed).
Is it even valid C? I *suppose* it could be valid if `struct Has_VLA` wasn't allocated with extra bytes, i.e. `count` is 0 and `buffer` has no size.
But that's a horrible use case and I think it's fine to flag it as an error.
