My thought was that this is text and "const" is not an English word but "constant" and `const` is a keyword. On the other hand, "const reference" is a well known term to C++ people. So in the end, it should be consistent with existing text in the project. Alternatively, putting the term monospaced as `const &` would also work I guess.
