LOG: Reland [Clang][CMake] Support perf, LBR, and Instrument CLANG_BOLT options (#69133)
This reverts commit 6c47419703acfcd7dcca9e30ab9dba6a7a42f977.
Default to CLANG_BOLT=OFF
Test Plan:
