Since you only select the openmp backend for `par_unseq` policies, I would remove the comment and the condition of `__is_parallel_unsequenced_execution_policy_v`. It's basically redundant. However, I would add a test that ensures that `__select_backend` behaves properly, that way we have peace of mind.
