[PATCH] D157280: [PGO] Enable `-fprofile-update` for `-fprofile-generate`

Currently, the `-fprofile-udpate` is ignored when `-fprofile-generate` is in effect. This patch enables `-fprofile-update` for `-fprofile-generate`.
