[PATCH] D143967: [DebugInfo][BPF] Add 'btf:type_tag' annotation in DWARF

Fix for case when CVR qualifier is behind type ignored by UnwrapTypeForDebugInfo().
E.g. for the following example:

  const int *foo;
  typeof(*foo) __attribute__((btf_type_tag("tag"))) buz;
