@MyDeveloperDay We keep getting "spammed" by [libc++][format] patches. Can you delete the rule in H987 <https://reviews.llvm.org/H987>:

  "field": "differential.revision.title",
  "condition": "contains",
  "value": "[Format]"

or change "contains" to something equivalent to "starts with"?
