[PATCH] D141000: [clang-tidy] Introduce HeaderFileExtensions and ImplementationFileExtensions options

I've heard Clang 16 will be branched out on 24th January, it would be good to get this merged by then (if people are happy with it) so the full removal can happen in clang-tidy 18 :)
