1. I have split the RISCV bits of the target parser out of TargetParser.cpp so that none of the non-RISCV components need to include

the folder with the autogenerated .inc file.

2. I have removed the hard-coded RISCVTargetParser.def
3. Minor cosmetic changes requested from review.
