[PATCH] D133756: [clangd] Introduce CompileCommandsAdjuster

Use it instead of tooling::ArgumentsAdjuster as the interface between
CommandMangler and OverlayCDB.

This is a more expressive interface that gives CommandMangler access
to other fields of tooling::CompileCommand as well, e.g. Directory.
