[PATCH] D130268: [WIP] Add SmallVector constructor to allow creation of SmallVector<T> from ArrayRef of items convertible to type T

Update constructor definition with explicit to avoid implicit conversions and remove ambiguity workarounds.
Adjust constructor users and add unit tests.
