[PATCH] D113359: [Libomptarget][WIP] Introduce VGPU Plugin

- Fixed lifetime issue around ffi_call
- Addressed comments

The existing x86 plugin uses ffi, so this does as well, no explicit benefit in doing so. Is it worth keeping?
