LOG: [HIP] Add atomic load, atomic store and atomic cmpxchng_weak builtin support in HIP-clang

Introduce `__hip_atomic_load`, `__hip_atomic_store` and `__hip_atomic_compare_exchange_weak`
builtins in HIP.
