[PATCH] D106030: [Clang] add support for error+warning fn attrs

- merge ErrorAttr with WarningAttr
- fix dumb short circuit bug
- rename diag group
- handle multiple instances of the attribute on one fn

Note: I'll be offline the next few days; still plenty of TODOs to work out, but
leaving this in the review queue for now.
