[clang][nfc] Split getOrCheckAMDGPUCodeObjectVersion

Separates detection of deprecated or invalid code object version from
returning the version. Written to avoid any behaviour change.

Precursor to a revision of D98746 <https://reviews.llvm.org/D98746>.
