[PATCH] D89394: clang/Basic: Stop using SourceManager::getBuffer, NFC

Update `Basic` to stop relying on a `MemoryBuffer*`, using the
`MemoryBufferRef` from `getBufferOrNone` or `getBufferOrFake` instead of
`getBuffer`.
